Inovio Pharmaceuticals, Inc. (NASDAQ: INO) has suddenly become the kind of biotech stock that momentum traders love. The share price closed at $1.09 on August 14, 2026, according to the TIKR data supplied for this report. That sits far below its 52-week high of $2.98, but well above the $0.56 low. More importantly, the Inovio FDA Approval story now has a date circled on every Inovio investor’s calendar: October 30, 2026. That is the FDA’s PDUFA target date for INO-3107, the company’s lead DNA medicine for recurrent respiratory papillomatosis, or RRP. The review has reached an advanced stage. The FDA has completed its late-cycle review and scheduled pre-licensure inspections, while Inovio expects label discussions to begin in September.

So this is not a report arguing that INO-3107 is doomed. Quite the opposite. The regulatory process has advanced far enough to explain why speculative interest is building. Management believes INO-3107 offers meaningful clinical advantages over the existing treatment landscape. The company is already preparing for commercialization, including a contract sales arrangement with Syneos Health. It has also reported encouraging news elsewhere in the pipeline, including positive Phase III results from ApolloBio’s China study of VGX-3100.

But momentum traders should understand what they are actually buying. Inovio is still generating virtually no commercial revenue, consuming substantial cash, issuing large amounts of equity, and carrying a considerable warrant overhang. Its seemingly spectacular improvement in Q2 earnings was also heavily influenced by non-cash warrant accounting. And beneath the regulatory progress sits a question that has never completely disappeared: whether INO-3107 ultimately satisfies the FDA’s requirements for accelerated approval.

That makes Inovio unusually interesting. A favorable October 30 outcome could transform the company’s narrative. An unfavorable one could expose how much of today’s valuation depends on events that have not happened yet.

INO-3107 Is Entering The Regulatory Endgame & One Important Inovio FDA Approval Question Is Still Open

Let’s start with the strongest part of the Inovio story. The INO-3107 review is moving forward. The FDA has completed its late-cycle review meeting and all scheduled pre-licensure inspections covering clinical operations, manufacturing, internal testing, and the CELLECTRA delivery-device facility. Management reported one inspection observation and believes it has appropriately addressed it. This is clearly different from a...
